Libya | Storm Daniel: Multi-Sector Needs Assessment (MSNA), December 2023


In the wake of Storm Daniel on September 10, 2023, northeastern Libya, particularly the city of Derna, has suffered devastating losses. The storm's impact has been profound: the United Nations reports over 4,300 lives lost and 8,000 individuals unaccounted for. This natural disaster has intensified the humanitarian situation in a region already grappling with the cumulative effects of a decade-long conflict and the repercussions of the 2011 political crisis.

The ensuing challenges have strained an already overextended health system and exacerbated food insecurity, further compounded by the ongoing Ukraine crisis. There is an urgent need for a comprehensive understanding of the immediate humanitarian requirements across critical sectors, including health services, shelter, food security, water, sanitation, hygiene (WASH), education, and livelihoods.
