Going Upstream: Empowering Youths for Health Education and Success


In 2025, UNESCO, in partnership with the National Council for Technical and Vocational Education and Training (NACTVET), officially began implementing the O3 Plus project targeting learners in Technical and Vocational Education and Training (TVET) institutions. This collaboration has already begun to show results, particularly through the successful hosting of the Comprehensive Sexuality Education (CSE) Online Course on the NACTVET Learning Management System (LMS). 

On May 5th 2026, UNESCO and NACTVET officially launched a nationwide rollout of a specialized online course designed to advance learners’ health and well-being through Comprehensive Sexuality Education (CSE) as part of implementing the O3 Plus project at institutions under TVET.

We are building on solid groundwork including system preparation, institutional capacity building and successful piloting implementation to now scale up this initiative for wider national impact.

The event increased awareness of the CSE Online course and secured support and commitment from the management of participating institutions and key stakeholders, including project implementers, to promote course uptake by students in their respective institutions. 

I am pleased to note that NACTVET has successfully integrated the Comprehensive Sexuality Education online course into its Learning Management System. This is a significant achievement, bringing quality, standardized content directly to students.

This digital program and its nationwide rollout mark a major step in scaling up project interventions across the country. Set to reach more than 200,000 students in all NACTVET-affiliated institutions, the initiative will equip young people with essential knowledge and life skills to make informed decisions about their health and future.
