Why HLP Matters - From Crisis to Recovery and Reconstruction


For longer-term recovery, HLP is central to achieving the sustainable reintegration of displaced persons, and restoring their livelihoods is critical to promoting social stability and sustainable development. Ensuring secure tenure and equitable access to housing and land empowers displaced populations to rebuild their lives, claim their rights, and actively contribute to the recovery and long-term resilience of their communities.

During the ongoing crisis in Gaza, mass displacement has forced families to flee their homes repeatedly, some as many as ten times, leaving behind property and livelihoods. This has plunged many into poverty and exposed them to severe protection risks, including hunger, violence, and restricted access to humanitarian assistance. According to recent UN reports, at least 1.9 million people—about 90 per cent of Gaza’s population—have been displaced during the hostilities
